How much tightening can co2 laser achieve in eyelids

Hi I'm new here and I wanted to know two things. First, how close to the eyelashes can the laser reach( I know they use shields for the cornea)

Second how much tightening can be achieved with the deepest ablative laser.

I ask because I'm only 34 but I have premature aging skin because I was a smoker(10/12cigs a day for the last 7 yrs) and just didn't stop in time (two years ago) I look, to me and others close to hitting 40 or more, instead of 30/31 people though I had even when I was 32.

But what really makes me look old more than anything else is that my actual eyelids( low and upper) look swollen which is actually loose skin that has accumulated and makes the lids look really puffy and adds five or more years to my face. I want to make clear that I'm talking about the area that contains the eyelashes not the lid above(hood) or the under eye area.

I would appreciate if someone that has experience with something like this could shed some light on the subject. Thanks and sorry for the long post.
