Dark circle and puffy eyes?
See your doctor. Ask him if it could be allergies. If so he should reccomend and allergist.
Is this a 24/7 condition, or does it only appear in the morning?

Dark circles are NOT just lack of sleep, aging, or allergies. I have done tones of research on the subject because I am 23 and have had dark circles forever. It can also be genetic. I've tried every cream out there and nothing has worked. I've learned that there are some non surgical procedures that can be done, depending on the cause of your dark circles:
Laser resurfacing
Chemical Peels

Talk with a doctor about which may be the best for you. I reccomend an ocuplastic surgeon, which means they are eye doctors who also specialize in eye plastic surgery.

Well I know it's only a workaround, but try to find a good, preferably liquid concealer that works for your skin tone, it should always be slightly (!) lighter. Puffy eyes are the result of water retention, so you should try to find out first where that's coming from.
In the meantime you could try out some general tips on how to cure them.
I'd also recommend seeing your doctor first before wasting money on further cosmetic treatments. Just my 2 cents :wink:
