Opening a Recovery House in Miami?

Hello all,
I'm not sure if I'm posting in the right place, but I need some advice and I was hoping someone here could help me or at least point me to the right direction.

I've been thinking of opening a Recovery House in Miami after surgery (Private Home with 4-5 rooms). I have seen some recovery houses (RH) that mention on their websites that they are NOT licensed. So almost like a luxury room and board. Then I have seen comments here of places "shutting down" due to not having a proper license.

If I'm not really providing any medical care like a nurse, just room, transportation, meals, supplies, wifi, do I really need a license? I know I need to see an attorney once I'm getting down to business, but I wanted to get some ideas of what the requirements are. If anyone has any information that would be great. I don't even know where I should begin looking.

Also, if you've stayed in a Recovery House before, what did you like the most and what did you wish they had?? Also, would you prefer more luxury/comfort living and pay a little extra or do you prefer cheaper and no luxury/less comfort? My ears are open to all suggestions. One of my current ideas is to pick you up from the airport o a Cayenne Porsche ;P
